1. Its all about boyuancy. if its more dense than that of water, itll sink. vice versa.
2. you would change the density. for example, ice floats on water because it is less dense than water. if there was a way to pull all the air out of an ice chunk, the ice chunk would be denser than the water and would sink. the same thing works the other way, except to make it float you would have to add air to make it more dense
